yep definately a small, I am 5'-8" /5'-9" somewhere around there and the small is bang on and I'm running a 50mm stem. Mind you it's an '08, but i've done the good ol' parking lot/bike show floor test on the 2010 and it is still golden.
There are companies like that, well sorta. Quite a few companies have 5.5-6" travel bikes that have 1.5 HT's at around 67 that are able to run K9 ARC's which will get them around 65degrees.

To both posts above; read the OP. He is doing it mainly for the chainline issues involved with 50mm cranks on a demo. And that is the reason I did mine...
Knowing what you'll be doing with it would help...
Race only bike? Ride to trails bike? Chairlift access bike? General everything use bike...
I would personally go with the 23 option, as I did similar, I still get the gears I need for racing (in ontario though...) and am comfortable...
