Isn't that kind of what the Bontrager rim strips are?

They're not heat-shrink, but they sure do work really well... at least they did the one time I used them. Just stretch them over with the valve hole lined up, throw the tire on, a bit of sealant, inflate. It was seriously that easy. And *no* adhesive of any kind involved.
But I would imagine that you need squeaky clean rims...
