I'd say a dish tool is not absolutely necessary, especially not with a nice brandy spankin new, nicely centered truing stand. But as your stand gets worked over a bit it will slip out of center.
I'd worry more about the tension gauge and spoke prep!! Proper tension is key! Do yourself a favor...
yeah dude, take it to a shop and let them remove and re-seat those cups to be safe. you really don't want to develop any play in your front end. then you really will kill your frame.
if you are building wheels the park TS2 is the way to go. To do it right you probably want some spoke prep, a tensiometer (TM1 is quick and easy) and dish tool. Oh, and my personal vice is a good nipple driver.
my troubleshooting would be....
- cable tension, limit screws, B tension, etc.?
- poor chainline or pilot error?
- new chain w/old cassette?
- no bad links in chain, no bent teeth on cassette?
- der hanger straightness?
- der drops easily on its own?
- cables move easily and allow der to drop is...
